Autocars Platform User Security Commitment Letter

Qingdao Autocars Automobile Service Co., Ltd., as a legally established second-hand car export enterprise in Qingdao, China, hereby makes the following commitments to protect the rights and interests of overseas consumers. This commitment letter is applicable from March 1, 2025 to March 1, 2026:


1、 Commitment to Information Transparency

Vehicle information traceability

Complete disclosure of vehicle factory information, maintenance records, transfer history, and pre export inspection reports;

Realize tamper proof storage of core data such as VIN code (chassis number) and engine number through blockchain technology.

Compliance disclosure obligation

Clearly indicate whether the vehicle complies with the emission standards and safety technical specifications of the exporting country;

Provide bilingual versions of the Vehicle Technical Condition Manual and Compliance Statement in both Chinese and English.

2、 Quality assurance system

Testing and certification standards

According to the Announcement on Road Motor Vehicle Production Enterprises and Products, 128 professional tests will be conducted before export, covering power systems, braking performance, and electrical safety;

Defective vehicle handling

To bear full refund and cross-border logistics costs for the export behavior of concealing major accidents, water damage, and car fires;

3、 After sales support and risk prevention

Cross border service network

Provide remote guidance and technical consultation for localized maintenance;

Assist in handling export customs clearance documents (including COC certificate, certificate of origin, etc.).

Data Security and Privacy Protection

Comply with the Personal Information Protection Law and encrypt the identity information and transaction data of car buyers;

Unauthorized disclosure of user data to third parties is prohibited.

4、 Legal Compliance Commitment

Qualification Publicity

Proactively disclose the export license, customs AEO certification qualification, and ISO quality management system certificate filed with the Ministry of Commerce;

Performance guarantee

Covering 120% of a single transaction amount through bank guarantees or credit insurance to ensure the safety of user funds.

5、 Dispute Resolution Mechanism

Establish a 24-hour multilingual customer service hotline, promising to respond to after-sales complaints within 72 hours;

Accept the dual dispute resolution mechanism of China International Trade Arbitration Commission (CIETAC) and the jurisdiction of the destination country.
